NUTIP convened an insightful and timely member event focused on Human Resources, Legal & Tax Compliance in Uganda’s evolving business environment.
The session brought together business leaders, HR practitioners, and Dutch–Ugandan investors for a practical conversation on building resilient organisations through compliant and people-centered strategies.

Human Resource Management
Ele Jan Saaf, Director at RecruitMe Uganda, highlighted the growing challenge of talent retention, especially with shifting expectations from a younger workforce. Participants explored innovative approaches HR professionals are using today, including AI-powered tools to verify and validate CV information and strengthen recruitment processes.
Legal Compliance
Donah Loyce Katushabe, Partner at BLUEBELL LEGAL ADVOCATES, emphasized the critical distinction between an offer letter and a legally enforceable employment contract. Clear documentation of obligations and expectations remains essential to protecting both employers and employees.
Tax Compliance
Mutabaazi Major James, Director of Tax at Forvis Mazars in Uganda emphasized the importance of proactive tax planning, evolving tax compliance requirements, payroll obligations, and what global frameworks like the Automatic Exchange of Information (AEOI) mean for companies operating in Uganda. He further emphasized the need for organisations to stay ahead of requirements set by the Uganda Revenue Authority (URA) to avoid penalties and interest.
Discussions also addressed several important tax considerations for businesses operating in Uganda:
• The distinction between employees and consultants for tax and legal purposes
• The role of the Double Taxation Agreement (DTA) between Uganda and the Netherlands in providing tax certainty for investors
• Tax obligations for Ugandan residents earning income or holding assets abroad
A key takeaway from the session was the growing importance of business associations and chambers of commerce in Uganda. Beyond formalizing trade relations, they play a vital role in equipping companies with the knowledge and networks needed for long-term success.
